Why do power outages happen in St. Croix?

If ever there was a loaded question when it comes to Caribbean life, it’s asking St. Croix residents about the Water and Power Authority, a.k.a., WAPA. Without getting too much into the weeds (or acacia, as it were), at a rate of about 45 cents per kilowatt hour, Virgin Islands’ electricity costs are among the highest in the world — and, with its aging infrastructure, the VI electrical grid is not exactly stable, making outages and surges an all-too-frequent complaint. (Good thing it’s almost always sunny in paradise!)
That said, Crucians are nothing if not resourceful, employing all sorts of energy-efficiency strategies to save money on their WAPA bills — or even do away with them altogether.
These include:
- Replacing old appliances with Energy Star-rated ones (Sometimes the VI Department of Energy, VIDOE, offers rebates for on-island purchases)
- Converting kitchen stoves and clothes dryers to propane gas, to be able to cook when the power is out and cut electricity bills
- Adding timers to electric water heaters to control how long they are on, or swapping out electric water heaters for solar- or gas-powered ones
- Using split ACs to cool only spaces being used at any given time
- Installing acrylic window inserts in lieu of screens or replacing drafty louvre windows to conserve AC
- Using whole-home generators to provide backup power during outages — some with automatic transfer switches to trigger the moment the grid goes out
- Adding solar panels and batteries to reduce reliance on WAPA (VIDOE often has rebates for these, too)
This is also why, when shopping for real estate in St. Croix, homes with solar already installed can be a real value-add — especially if the existing system is tied into the original net metering program, wherein WAPA credits the homeowner for electricity sent to the grid.
